The Out of Home Advertising Association of America (OAAA) has announced a significant update to its OpenOOH venue taxonomy, a move poised to revolutionize how programmatic buyers engage with digital out-of-home (DOOH) inventory. Launched on Tuesday, February 10th, 2026, this revised taxonomy addresses a long-standing challenge in the DOOH landscape: the lack of precise classification that has historically hindered its seamless integration into sophisticated programmatic buying strategies. The initiative aims to bridge the gap between traditional, venue-type-based inventory grouping and the granular specificity demanded by modern omnichannel advertising campaigns, particularly in the rapidly expanding realms of retail media and Connected TV (CTV).
The previous iteration of the OpenOOH taxonomy, first introduced in 2020, had laid the groundwork for standardizing OOH inventory. However, its limitations became increasingly apparent as programmatic buying, driven by data and precise targeting, gained momentum across the advertising ecosystem. Generic categories such as "retail" or "transit" no longer suffice for programmatic buyers seeking to understand the exact context and quality of the ad placements they are considering. This lack of detail not only complicates campaign planning but also raises concerns about transparency, leading programmatic buyers to approach OOH with caution.
In response to these challenges, the OAAA has not only released an updated taxonomy but has also integrated its OpenOOH Taxonomy Working Group, responsible for developing the new specification, into its standing OAAA Taxonomy Committee. This strategic consolidation ensures ongoing development, maintenance, and evolution of the OOH advertising standard, fostering a more collaborative and responsive approach to industry needs.
Streamlining Programmatic Integration for OOH
The driving force behind this taxonomy overhaul is the imperative for Out-of-Home (OOH) to become a more natural extension of omnichannel campaigns. Premesh Purayil, CTO at OOH publisher OUTFRONT Media, highlighted the critical need for programmatic advertisers to easily identify and target specific OOH inventory. "Programmatic advertisers need an easier way to use OOH inventory as an extension of their omnichannel campaigns, particularly for retail media and CTV buys," Purayil stated. The enhanced taxonomy directly addresses this by offering a level of detail that aligns OOH with the precision and efficiency expected from digital advertising channels.
Anna Bager, President and CEO of the OAAA, emphasized the strategic importance of this development for the industry’s future. "By bringing OOH media classification more in line with programmatic buying, out-of-home publishers can capitalize on the recent explosion of programmatic CTV and retail media spend in recent years," Bager explained. This move is particularly timely given the robust growth OOH has experienced. Following the significant disruptions caused by the COVID-19 pandemic, the OOH sector has demonstrated remarkable resilience, achieving 18 consecutive quarters of ad revenue growth. In the third quarter of 2025, for instance, OOH advertising revenue reached $2.13 billion, marking a 4.5% year-over-year improvement and setting a new record for the third quarter, according to OAAA data.
Despite this impressive recovery and growth, a substantial portion of OOH advertising revenue is still generated through direct-sold deals. Open-auction programmatic, which represents a more automated and scalable buying method, accounts for only a modest fraction of OOH ad spend. Bager attributed this disparity, in part, to the historical limitations of OOH inventory classification, which has lacked the granularity that programmatic advertisers require for efficient and effective campaign execution.
A Hierarchical Schema for Unprecedented Specificity
The core innovation of the updated OpenOOH taxonomy lies in its introduction of a hierarchical "parent/children/grandchildren" schema. This structure empowers media owners to classify their inventory with unprecedented precision within OpenRTB bid requests. Instead of broadly categorizing a digital screen at an airport as simply "transit," the new taxonomy allows for a granular classification such as "transit/airports/baggage claim." This detailed layering enables programmatic systems to understand not only the general environment but also the specific zone within that environment where an advertisement will be displayed.
Historically, the OpenRTB specification has included a venueTypeString field, a free-text field intended to allow media owners and SSPs to manually input more detailed venue information. While this provided some flexibility, its reliance on manual input and inconsistent application across different platforms made it challenging for programmatic systems to parse accurately. Purayil pointed out the inherent difficulties with such free-text fields: "Free text fields can be hard for programmatic systems to read accurately because they tend to be inconsistently applied across platforms."
The new taxonomy effectively deprecates the venueTypeString field by replacing it with a structured, standardized hierarchy. This elimination of guesswork ensures that the classification is consistent, machine-readable, and reliably integrated into programmatic workflows. While AdExchanger sought comment from the IAB Tech Lab regarding their plans for incorporating the new OOH taxonomy into the OpenRTB specification and deprecating legacy fields, no response was received by the time of publication. However, the OAAA’s proactive development of this structured taxonomy strongly suggests an intent to influence and align with broader industry standards.
Democratizing OOH Advertising and Enhancing Targeting Capabilities
The implications of this more granular taxonomy extend to advertisers across the board, promising enhanced targeting capabilities and greater control over campaign execution. Purayil explained how these detailed categories enable advertisers to "zero in on the OOH inventory they want to use for omnichannel audience extension."
For instance, Consumer Packaged Goods (CPG) brands can now precisely target specific types of retail stores where their products are actually sold, moving beyond the imprecise "retail" umbrella category. This allows for more relevant ad placements that directly resonate with the consumer’s shopping journey. Furthermore, the taxonomy enables advertisers to specify desired locations within venues. A CPG brand might opt for street-facing displays in bodegas to capture impulse purchases, while a pharmaceutical brand could prioritize screens positioned near pharmacy counters in drug stores for more targeted messaging.
This granular approach also helps advertisers avoid what Purayil termed "sorta CTV" OOH placements. These are typically screens, such as televisions mounted in bars, that share some characteristics with Connected TV but may not offer the same audio or viewing experience. Brands whose creative relies on sound might choose to bypass these environments, while others, like those targeting sports fans where audio is less critical, might intentionally seek out "sorta CTV" inventory to broaden their reach and engagement.
By articulating these distinctions, the taxonomy addresses concerns from both buyers and sellers. Advertisers gain access to more relevant media, ensuring their messages reach the intended audiences in appropriate contexts. Publishers, in turn, can more effectively demonstrate the unique value of their inventory, mitigating the risk of mismatched placements negatively impacting campaign performance and advertiser satisfaction.
Empowering Niche Publishers and Shifting Market Dynamics
Beyond enhancing targeting for large brands, the new taxonomy is anticipated to democratize access to programmatic OOH for smaller, niche publishers. Purayil noted that large OOH platforms like OUTFRONT Media benefit from established relationships with specialist agencies and direct sales teams, allowing them to effectively communicate their inventory offerings. Smaller publishers, lacking these established channels, often struggle to gain visibility and compete in the programmatic space.
However, by adopting the new standardized taxonomy, these smaller publishers can significantly improve the ease with which their inventory can be activated programmatically. This levels the playing field, enabling them to compete more effectively for programmatic ad spend. The taxonomy also provides advertisers with a more straightforward method for executing OOH buys across a diverse mix of large and small publishers. This facilitates curation within broader omnichannel programmatic buying flows, reducing reliance on direct deals and private marketplace (PMP) arrangements.
Purayil further commented on the potential market shifts this could catalyze. "The revenue is already flowing in heavily through the private marketplace side," he observed. "But this could potentially move some of that revenue into the open marketplace, if it makes sense." This suggests a potential for increased liquidity and efficiency in the OOH programmatic market, as more inventory becomes discoverable and transactable through open auctions, driven by greater transparency and standardization.
The OAAA’s updated OpenOOH venue taxonomy represents a pivotal step forward for the digital out-of-home industry. By providing the granular detail and standardized structure that programmatic buyers demand, this initiative is set to unlock new avenues for growth, foster greater transparency, and integrate OOH more seamlessly into the evolving landscape of data-driven, omnichannel advertising.
